Thank you for the feedback. We are planning to build the ability to create folders in Outlook.com on your mobile browser. For the time being please use Outlook.com on your desktop’s web browser to manage your folders.

Need to create folders and rules on mobile as I dont have a desktop PC or laptop. If this isnt fixed I will be switching service as this should be a easy thing for yourselves to do in 2020...... get it done!
