This also applies to adding or removing attendees and sending the invite/update only to the newly added/removed attendees and not everyone on the meeting.
Currently in Outlook for Mac, when we want to add a new attendee, it will automatically send the calendar invite to all attendees on the appointment. There is no way to send the invite only to the new attendee. Previous versions of Outlook for Mac allowed this functionality, but apparently it went away almost 2 years ago and hasn't shown any sign of returning although there are a lot of people who want this feature back.
