Thank you for reaching out to us. We are sorry that you haven’t been able to block certain contacts. We are considering bringing this ability to outlook on the mobile browser. However in the meantime you can do this from outlook.com on a desktop or a laptop. Follow the steps mentioned here https://answers.microsoft.com/en-us/outlook_com/forum/all/how-do-i-block-the-email-of-someone-harassing-me/d2d4a775-b8c8-4c38-bcc6-404a940030e8.

Please allow us to "block" and "add to safe senders" through our mobile device. In a world of aggressive spammers it is incredibly hard to help you guys wean them out when you do not allow us to do so through our mobile devices. I have secured my email which will send all my unknown senders to junk mail, but when I do get spam messages and even messages from trusted senders, I am unable to block and report anyone, nor add anyone to safe sender list. In a world filled with mobile devices being mini computers not a lot of people own a computer to actually do these things.

So tired of receiving spam mail and needing to wait to get to a computer to sort everything out. I shouldn't have to create a new e-mail just so I don't have to deal with the hassle anymore.
