What a mess of UI design. The three interfaces seem to use different standards.
Outlook desktop looks are personal contacts (but wont look at other contacts or public folders, it can look in one, why not others.)
Outlook Mobile looks at personal contacts
Outlook web looks at nothing
it boggles the mind why it is not parsing your contact list to look for an email address or a contact.
It should be looking through every contact list you have.
There should probably even be an option to have it look through emails you have.
The other issue is the cache of remembered names, does not travel across devices (same account)
so i enter an email on outlook desktop, my phone has no idea who that is. Huh? Really?
that user cache should travel across all devices at a minimum, not many people are bound to one device anymore.
please microsoft. Get your email dev teams in one room and dont let them out until they all all agree on one universal cross platform method of finding your contact.
