I too agree that this is ridiculous. However, there is one user that commented a work around that seems to help.
"I managed to solve the problem by doing the following:
Create New Message
In the "To:" section, type the first 3 letters of the address to be removed.
Select this email address.
Right click on address and add to contacts.
Create new email.
In the "To:" section, type first 3 letters of the email address to be removed.
Hover mouse pointer over the address to be removed.
Click the "X" to remove.
Go to contacts and delete the address you just added.
Create a new message.
In the "To:" section, type the first 3 letters of the address you wish to remove.
The address should not be in the list."
