So . . . I used Office 2016 (including Outlook) for several months and the .pst file names I establsihed with Upper/Lower case fonts were preserved. My system developed some major quirks, so I asked the IT folks to just wipe & give me a clean install (each of their attempts to "fix" a problem resulted in "breaking" something else). No idea what version of Outlook 2016 I was using before, but this week, after the clean install, my folder names are all in lower case making it VERY difficult to read . . . Now I wonder why it worked for the last few months and today doesn't. Computer usage really shouldn't be this hard . . . Please respect and preserve user naming conventions.
