This would be useful but simply adding back contact creation and editing would be acceptable.

if Microsoft cannot or will not import contacts from you Android phone then Microsoft needs to AT LEAST create the capability to manually enter contacts directly into Outlook for Android. It would be helpful to also allow Outlook for Android to synch with Outlook for Windows.

Creating and editing contacts should be an obvious and standard capability, much like Outlook for the PC.

Outlook for Android originally had the same capability to import or manually enter contacts that I have in Outlook for Windows. It was removed about the time Android 7 (Nougat) was released. PLEASE PUT IT BACK.
Since Microsoft and Google are arguing, Microsoft needs to add an Outlook compatible Calendar app for Android
