I recently upgraded my cell phone from an Iphone 5c to an Iphone Se, and in order to access my hotmail email I was forced to download the Outlook app. This is my first stage of frustration. To avoid the necessity of two different email apps I chose to add all of my accounts to the Outlook app. I am now even more frustrated because I am not able to completely disable the vibration and yet still get sounds when I receive an email in any account. When my phone is on silent, I would like to allow vibration for text messages and phone calls but not for emails. When it is not on silent I would like to hear the sounds for the emails and not allow vibration. This is how the mail app still works on the new phone. So I can conclude that this is, in fact, an issue with the Outlook app itself. The only reason I am even choosing to use Outlook is to have access to one of my more active accounts.
