All app options should be listed as before, also the menu tends to freeze the page (Not responding) and I've been unable to breakout at least once without a hard shutdown. Firefox Quantum 68.0.2 64 bit

Apparently a bug introduced when tabs were placed at the bottom of the composing page showing all open mails and drafts. It was possibly meant to replace the previous Outlook.com webmail with the troubles loading the replied to message or sending without using the save draft workarouund a few times and then sending. Not a solution, but a new buggy platform. It is saving your messages as draft because you can recover some or all of the message should you lose connections or accidentally close the webmail. A draft is saved automatically at regualar intervals for this reason, or you can save one manually (actually a very good habit).

Drafts are supposed to be discarded after the message is sent. This is not happening, hence your problem. I would blame the routine that shows tabs to view the original and message/reply you are working on for not clearing out drafts that are no longer needed.
