Can everyone with this problem please say which browser you're using, and any plugins, etc.? That is likely to be important here. Without that this doesn't help much.

Mouseover and wait performs the same action (as far as I understand).

Can you please explain more? "issues" is really broad. They won't be able to help you with that information. I would check in particular if there are certain plugins that Outlook is not behaving well with.

I realize this is unrelated to the topic in hand (sorry), but the general Outlook help contact refused to forward a message, and I know these comments at least require administrative approval:
Can whoever is in charge of approving posts to this board please go through the backlog? For the past 6 days this post has been the newest up here. I know there must be hundreds of good suggestions in the pipeline. I'm checking frequently as I'm invested in seeing my professional and personal email display be up to scratch and customizable.
