Outlook not having access to macOS Contacts/Address Book makes it a pretty useless application for many users. A lot of people do not move everything to MS Office e.g. Contacts and an e-mail app that cannot access your contacts is beyond daft.
Look at the number of votes. Look at how long it's been "under review" and look at all the question threads all over the internet. An app can get at macOS contacts easily (Apple provide a straightforwad API)
