Can I synch with m/s outlook calendar on my desktop pc?

Need a fix for outlook calendar and iPhone XS sync discrepancy. I can add a calendar entry to my Outlook via my PC and it will show up in my iPhone calendar. But I cannot do the reverse order. If I add something in my iPhone calendar, it will not show up on my Outlook calendar on my PC.
