Spam filter ignores reports as not-spam
Since starting to use Outlook/Exchange I have had a number of messages marked as spam that are actually quite important. I have been trying to train my filter to accept specific messages, but it ignores my reports! When I mark a message as not-spam and send (or don't send) a report, it will disappear from my spam box for ~5 seconds, and then re-appear, as apparently it has been re-filtered into spam.
I can repeat this multiple times on the same message, or on multiple different messages. I am unable to train the spam filter and explicitly marking messages as NOT junk has no effect. I have not been able to find anything in my settings to fix this, or to just turn OFF the junk folder, which at this point I would rather do.
This is clearly a bug of some kind, or if it isn't, this is terrible design. And it is quite important. Please, can you fix this? Or at least let me just turn off the spam filter?
Help me to deny that I am not a spammer

"Message is not spam" does not work properly for shared mailboxes. When I click it (in Dutch localization), a message appears "The message was marked as spam" and then disappears...
Ah, Microsoft. Always anti-UX

Messages marked as spam return to Inbox in Outlook 365 online. Looking at Inbox in browser version of Outlook, right-click a message and mark it as spam. The message leaves the Inbox as expected yet returns to the Inbox shortly thereafter.
I have a problem with spam too. all of the messages coming from an important domain are quarantined as spam!
I tried to set the list of the affordable domain and also the affordable email addresses, but id DOES NOT HAVE EFFECT. the messages Always go to the quarantine as spam.
it's a very bad behaviour and there is no way to solve, I must check the quarantine list each 10 mnutes in order to be sure not to loose important incoming email! please solve it urgently or specify better how to do it using the application, if there is a solution actually.
I would say that about 80 percent of emails that are NOT spam keep going into spam. And as you've found, this is occurring despite my continually indicating that the offending emails are NOT spam as requested by the system. So... they keep going into spam. This might not be all that bad but there are so many 'real' spam emails in the spam file that it's easy to miss the non-spam. And it is highly inconvenient. Totally unimpressed.
We use certain email accounts as spam mailbox, but spam messages (from mailer-demon for example) often go into the spam, which is bloody annoying.
Since it's probably too much to ask to fix your overly aggressive spam filters, please just add an easy way to move the entire spam folder to the inbox.
Spam filter works terribly! many emails from colleagues are blocked in spam mail, despite the fact that thy send their mail with an email address from the same tenant!! This is really absurd.
