Disable the Junk Email filtering in Outlook.com

hotmail/outlook.com is based on exchange platform and I know for a fact that you can disable the junk mail rule (rule 0) on individual exchange accounts. I did it for my O365 account on another domain I own. There is absolutely no reason why MS can't offer to disable this rule on hotmail/outlook accounts. Well, no good reason.
There needs to be an option to turn the Junk Mail Filter ON or OFF, or ENABLE or DISABLE. I have missed important emails due to them going into the Junk folder instead of my Inbox. I created a Rule to Move all mail to my Inbox to try to work around there not being an option to turn OFF the Junk Mail Filter, but it doesn't always work.
I use both an email client on a smart phone as well as on a desktop PC more frequently than logging in via a web browser, and don't need a Junk Mail Filter enabled on Outlook.com. I used to use the Outlook.com App until a major bug in it drained my battery in less than 4 hours from 100% and it was overheating the phone, so I uninstalled it and use the Android Mail App instead without issues, so no plan to go back to Outlook App.
