AutoComplete feature also displays e-mail addresses that are not stored in contact folders!
In all of these apps, email addresses are always displayed in the address and search fields, which are somewhere in emails, which one has gotten once - more precisely, in the recipient addresses of such emails. In the case of Outlook Desktop, this is the case if you write a new e-mail in the recipient fields, further up in the tool bar "Start> search for persons", continue in the online service Outlook.com resp. in the Exchange online variant, continue in the Outlook app for Android / iOS, when I search for a person (magnifying glass in the middle) and then select "Contacts>" (if you are looking for any particular name, but simply directly to "Contacts>", all these unsaved e-mail addresses will be displayed!).The problem is that I very often names resp. E-mail addresses are proposed by people I do not even know. This is because I often receive mails that go to many people, I know of these people but not all.The result is a list of suggestions that brings me absolutely nothing and just confusing. The problem is that I can not recognize which addresses are already in my contacts folder and which are not. This should be obvious. Either one solves this by using some catchy icon in the already saved contacts, so that you can recognize this (in Outlook Desktop, it would be additionally useful, if you were even shown a rollover with the mouse, in which contact folder / Path is the contact -> in my case I have many different folders). It would also be great if the suggested addresses were not wildly messed up with my saved addresses. So please either the suggested addresses at the bottom or even better, if another intermediate title such as "suggested addresses from your e-mail traffic" would be added here. There are already the subtitles "Last used persons" and "(Further) suggestions". This would make the whole thing much clearer.Or it could also be an option in the basic settings or in the search whether you want to have these addresses displayed or not.Next I noticed the following inconsistencies in Outlook 2019 Desktop:When I search for certain names under "Start> People", they often show names that I know I've saved. Nevertheless, I see after a click on the entry that this is not the stored, because only the e-mail address is displayed and no further information, which I have entered in the saved. In addition, after clicking on the three-point menu, I see the command "Add to Outlook Contacts", which of course means that this is not the saved contact! Then I noticed that when the correspondent contacted the e-mail address in the field "Show as", the e-mail address was simply saved again instead of the name. I have deleted these, so that automatically the name was added and then saved. See there, after a new search in the field "people search" came again the same search result, but this time the contact was correctly connected to the stored contact! It is strange, however, that after another change of "display as" in the original state, the entry was still displayed correctly during a search, and not as previously only the e-mail address. For other contacts who also had just saved the e-mail under "Show as", the search result was correctly linked to the stored contact right from the start.By the way, in this field "People search" tons of unsaved contacts are displayed, and this in turn is wildly messed up with my saved contacts. Very confusing. Again, of course, these improvements should be made as described above.

fully agree above and further more, the suggested list will be different in "search", "To, Cc" or "add a member in creating a group", really weird. very likely that system stores those list in different file or DB, it is inefficiency. the suggestion is to consolidate them and set up a switch to let users choose if they like a suggested (auto-completed) email address or leave the function "off"
