Obvious spam being sent to Inbox
Why is obvious spam not going to Junk or being blocked. 42 emails with the same "From" and "Subject" that arrived within 120 secs to my Inbox. These should have been filtered out and deleted or at the very least sent to Junk. Why weren't they?

Now they are using emojis on the email address (not the sender name, the actual email address). I don't get why this shouldn't be an obvious spam so it can be moved automatically. Like who uses emojis on their email address?
Every hour I am getting obvious and blatent junk and spam emails in my inbox - .10 to 20 a day.
Not to mention hundreds of junk / spam email in my junk mail folder that I block every day. I think you need to block domain names and do a much better job of filtering junk mail period.
I just got an email today trying to threated me for $1900 in bitcoin from an Outlook account. They are giving me 24 hours to respond.

To echo others' comments, I am receiving email into my focused Inbox that could not possibly be more obvious SPAM. It contans fake URLs which are phishing attacks (from PayPal, Amazon, etc.) as well as emails with the subject like of "you have ben HACKED". I then check my junk mail and see legitimate senders have been been flagged as SPAM, with no indication as to why. I would like to provide specific examples, as without improvements, I cannot rely on this servie (which I have been on for over 15 years).
Everything everybody else said! Outlook is now unusable. I don't understand, with the length and severity of these complaints, why you cant fix it. So moving on.

Out of my last 23 emails: Outlook.com correctly flagged 1 of the 10 junk emails as ‘junk’ (True positive rate = 10%), and incorrectly flagged 3 of the 13 regular emails as ‘junk’ (False positive rate = 23%).

The spam filter seems to have completely broken recently, I'm constantly getting obvious junk mail put in the inbox. Not just that, they get put in the Focused inbox, so I get notifications on my phone about them! I'm glad I'm not alone but this is ridiculous.
Something is wrong on the server. Why is that when I empty the Junk Email folder via the web interface, they go to a moment to the Deleted Items folder. There's a delay I can see the number of deleted items. This doesn't go away until I refresh the page. I go to the Deleted Items and check the Recover Deleted Items and these Junk Emails show up there. This should be the same difference as the Outlook desktop client - permanently delete junk email when the folder is emptied. People should be marking emails as not junk before emptying the folder. Junk email should not be recoverable. Fix your algorithms. Where's your AI and machine learning? This is why companies have to resort to buying anti-spam hardware like Barracuda to go in front of their Exchange servers.
Did anyone’s issues of getting junk email in the normal inbox get solved? I feel like Microsoft isn’t doing anything at all to fix this and it’s getting really annoying. I don’t want my normal mail being mixed with junk and it’s frustrating trying to delete all junk mail 2-3 times a day.

Same here, it seems Spam using some random font is not being detected.

I have the same problem here. Yet I always experience trouble with the spam filter where it would keep blocking randomly some very important e-mails from company/people (sometime people I e-mail often to).

I got 8 spam emails from the same email (firstname.lastname@example.org) within the last 2 hours. Blocked the first 7 already manually but does not seem to be working. @Outlook: please get your stuff working...

Agree, I have this problem too
This started happening for me in the last week. Something is wrong on your server where the algorithm to detect spam is no longer working correctly...please fix. Don't overly rely on blacklists and people manually blocking emails. Your work in AI should be able to be used here. I don't want to have to set the "only trust email in my safe senders" list option because there may be new contacts I have where I haven't added them yet or be signing up for a new service and get a verification email. There used to be a strong junk email option where it blocked obvious junk email before it even got to my inbox and I rarely ever got real junk mail at all. Where'd that go?
BTW, what happened with being able to sign in with a Microsoft account to post a comment ????????? WTF????
I get about 5 spam messages a day of a near identical format. There will be little or no text in the email, but rather one large image that has the appearance of a spam email; text, embedded video, links, etc. The entire image is a hyperlink to some external site. The subject and content of these emails cover about every scam and spam under the sun. How is it possible these are not being flagged for spam filtering or outright blocking? Approximately half of these spam emails are filtered into junk. Of those that landed in my inbox, I've reported over 100 as junk, to no effect.
I receive multiple emails in my Inbox each day that are very obviously spam (e.g., symbols in the subject line and body, ****** ads, very long email addresses and links, etc.). I do go through and unsubscribe when it seem like there is an increase in spam and I also report them as junk; however, I still continue to receive them in my Inbox daily and the links to unsubscribe don't even seem to work on half of them. One email address was email@example.com

Why do I keep receiving Junk email in priority mail when it is obvious that it is junk emal.
ALL emails are going to spam. No chance to stop this :(

I get at least 8-10 emails every day that are clearly spam, and I always report them as junk and the issue still persists. I really hate using Outlook as my primary now.
