It says my quota has been exceeded and won't allow me to send or receive. I've deleted what I can but can't get the issue resolved. Please help.

I have been advised that "Quota Exceeded" on my hotmail account - I cannot receive or send email anymore until I delete some emails. I deleted about 4000 email. I keep trying to empty my "deleted items" folder - but even though it at first seems that I have emptied the folder, the emails reappear some time later. Please help me reactivate my account.
I haven't sent any emails today and its saying I cant send any emails due to sending too many emails...
cant send emails how can I increase my quota? what is the standard quota?
