Currently when going to Outlook.com > People we are unable to add Photos to our contacts. The only work around is by using "Windows 10 > People" app. This method is also not working well.
On People app (W10) adding a photo to a contact (314x314) or (640x640) of JPG format shows up on People App. After pressing SYNC on People App some photos get uploaded others don't.
Using an iPhone and adding contacts have the same problem. Contacts with a photo on Outlook.com > People, do not display the photo on Contacts, while others randomly do.
1) Adding a photo on iPhone contact, sometimes uploads to Outlook.com, sometimes doesn't. No error or obvious reason why.
Problem: Assigning a contact photo, and then restoring contacts elsewhere will not have this photo.
2) It's not obvious as to why photos are in IOS but not on People/Outlook.com, or they are on Outlook.com but are not on iOS/People or they are in People but don't show up in iOS/Outlook.com.
Assuming the source of truth is Outlook.com, it makes no sense that if not on the server, it won't sync to the devices. However, when it is on the Server but does not show up on devices -- it's questionable as to what Universal Requirements are.
Allowing users to upload via the web should allow consistent requirement across apps in order to ensure the minimum requirements for all are met.

Can't add a photo to contacts in outlook.com. I did months ago and they DISAPPEARED! I tried again today, 6/25/20 -- can't even add them.
How long is going to take? They do show up in the outlook app for android.

Since the beginning of January 2020, the contact photos no longer show up in Outlook People desktop site, but they load up just fine in both the mobile website and the Outlook Android app. This problem occurs on *only* the desktop website irrespective of the browser or the device I'm using.
Moreover, I have observed a few things in the desktop site:
- If the contact has a Microsoft email address (outlook/hotmail/live) set, then it shows their Microsoft account's profile picture instead of showing whatever picture I've assigned to them.
- This behaviour is completely otherwise in the mobile site: it only shows the profile picture that I've assigned to them irrespective of whatever profile picture they have set in their Microsoft account.

Since the beginning of January, contact pictures no longer show. I've gone through 3 levels of support and there's indeed a problem.
The URL that it tries to load the image has an error in it, it ends with $IMAGE which to me (I'm a Web developer) seems to be an issue with the concatenation of the variable $IMAGE which holds the image filename with the URL where the file is supposed to be.
If needed, I have all the debug files with me. I can give them to you!

For the past weeks, the uploaded contact images no longer show on outlook.com. They show everywhere else (Outlook for Android, People on Windows 10, Contacts on Android, Outlook 365) but on outlook.com, there's no image except if the user has a Microsoft account, then it will show the user uploaded picture and not the one I uploaded. Even if I try to update it again, it does nothing.
This happens on several computers/browsers with my cache emptied.
Also, on the mobile version of the outlook.com website (in a browser), the contact images appear correctly. It's just on the desktop version.
This method, assuming there is one, no longer works. Even if I attempt to upload an image, nothing happens. I really preferred this method. Why is it that Microsoft takes service(s) customers like away or significantly alters them?!
Add a photo to your contacts
1 On the People page, select a contact.
2 Select Edit contact, and then select the camera icon.
3 Select Upload a photo, choose the file you want to use, and then select Open to upload.
4 If you want to reposition the photo, click inside the circle and drag the pointer. To zoom in or out, use the slider below the photo.
5 Select Apply and then Save.
Photos of contacts are not displaying. Uploading photos from any source (iOS, Outlook.com, People App) is highly unreliable regardless of size (kb), pixel resolution <200x200 and aspect ratio (1:1). Sometimes the photo uploads, sometimes it takes multiple times or using Outlook client. It breaks the experience of something as basic as trying to have updated contacts.

[People] Contact picture doesn't get saved when I add one.
I am experiencing similar problems. I tried to use as less plataforms/devices as possible so as to isolate the problem, but it is just impossible to find a pattern. Photos sync (Outlook.com, People in W10, iOS native app) sync or not in a completely random way.
I have several contacts with their photo. Some contacts' photo not showing on outlook.com beta, when switch to original outlook.com all contacts' photo perfectly shows.

There is lot of issue in uploading contact picture. I'm trying to upload contact picture of few users, after pressing save loading icons appears and after it disappeared there is not change in the contact picture...
Some of my contacts have blank picture, I have uploaded their picture many times but nothing happens. But in my windows phone linked to this Microsoft account some profile shows picture and some not even after precise setting of view option.
There is a serious bug due to this all happening...please fix it ASAP
