address auto-completion should access People, not a private hidden list
current auto-completion fails to find addresses in People, and conversely finds addresses which are not in People. I found an old entry in Groovy Post which tells how to change the auto-completion list which is hidden in Outlook.com; however, that list and many other configuration options are no longer accessible.

When typing addressee for new message, "auto-complete" brings up address that is NOT in contact list and/or refuses to find an address that IS in the contact list. Please fix it.

Auto-complete is so lousy. When you've deleted an email address from the list of suggested contacts, it doesn't come up again, even if you've recently added that email in your People section. Microsoft is going backward instead of forward.

Also I can't find how to add someone back into the auto-complete list if I accidentally removed them.
