Automatically decline invites without automatically accepting invites

I have a lot of coworkers that do not check availability before scheduling meetings and I end up double booked on time slots. I want to be able to have Outlook decline the invite without having to always accept all other meetings automatically.

There is one thing I was wondered about and that is the way the ‘Automatic accept or decline’ function is working in Outlook. Before I come to my point I’ll give some context first.
In my opinion I’m the one who is ‘boss’ about my own calendar and free space in my calendar does not mean I’m available for meeting invites. I’ve a lot of writing to do that takes the necessary time too. Because of this I’ll always want to accept an invite myself. (I could block time in my calendar, but that could result in blocking all my working day time and feels like a workaround.)
An other issue I have to deal with is people who just plan appointments without checking the availability of the attendees. With that they make from their planning laziness my problem. (I know, it’s rude but this happens.) In this case I have to react to this to point out I’m not available. This happens a lot to me and I spend quite some time on this on a daily basis.
In Outlook there is a function to automatically decline invitations when the given time slot is occupied. To be able to use this I also have to enable Automatically accept a meeting request. That conflicts with my needs of being the ‘boss’ of my own calendars free space.
Just trying to find out how to do this now with no luck.
Its so frustrating when internal people send you invites without looking at the free/busy calendar, I would love to be able to automatically decline them.
Alternative ways to achieve this could be rules to control meeting invites. If meeting is note received from $(my manager or important directors) and there is a conflicting appointment, automatically decline.
