I just got off the phone with Microsoft support and they suggested posting this here. To me this sounds like a design flaw and not necessarily an addition since 32 bit works fine by letting me click behind the "Compose" window to click and drag in more attachments, etc. 64 bit does not allow this... at least on my machines here at work, which are around 150 workstations.
