There is a setting in the registry called EnableUnsafeClientMailRules. If you enable this, macros work with rules again.
This should be added as an option on the Macro Security page in Outlook. You shouldn't have to go to the registry to enable this.

In Word it is easy to create a macro, but with no programming skills, it is impossible to create a macro here. In 2003 it was easy since like Word, Outlook 2003 allowed Record-a-macro.
