Allow to create a button for 'User Templates in File System' in ribbon.
Create a button for "user templates in file system" that we can add to our desired ribbon. At this time you only have Choose Form as a button that can be added to a ribbon.
Having to navigate to Choose form, then scroll down to finally get the to option of "User Templates in File System" is often resulting in taking more time than actually typing an email when it is a simple, short message. This means people are avoiding using this tool as it is not convenient.

I use a few work around options.
1. Create a separate Signature for each email template you wish to use, but creating the email in an Outlook email first, then copy/paste into the signature field is recommended.
2. Use a plug in (Ablebits has a nice, inexpensive one for email templates that is searchable and can automate the subject line too). or I also use a tool called TextExpander which only requires you type an abbreviation to expand the text, which can be a full email with links and images and everything.
