Provide a 'Reading Pane' ON|OFF, default facility
Provide a dialog to set the Default or customize the Reading Pane to be ON/OFF, Left, Right or Center Aligned. I would expect this dialog to be available from the Backstage | Options | Mail | Outlook Panes | Reading Pane.. set of selections.

There used to be a startup flag that could be passed to the executable... back in the 2013 era. Miss that terribly.
I would LOVE for there to be a default setting for Reading Pane on or off, but I would settle for Outlook 2016 remembering that I have turned the reading pane off for a folder. Previous versions of Outlook had this capability, why not the latest?
It remembers if I add a column to a folder but NOT that I turned off the reading pane. That's daft.
My guess is that a product manager likes the reading pane and cannot see why anyone would NOT want it, so directed the devs to remove the facility to have the setting remembered.
I consider this function as a very high risk that confidential information is revealed by accident while I am presenting something. Receiving >100 emails per day its cumbersome to have to set the Reading Pane off in every possibly view case, (folders where mails are saved).
If want to read the email I chose to do so, MS does not have to set this function default On.

I don't use or want the preview reading pane and would like to turn it off completely and forever.

I just wanted to throw this out here in case anyone was looking for this. On a single device, it should achieve the effect I believe being looked for.
View ribbon tab -> Reading Pane sub menu -> Off to turn off the Reading Pane (keystrokes: Alt + V, P, N, O)
View ribbon tab -> Current View group -> Change View sub menu-> Apply Current View to Other Mail Folders... (keystrokes: Alt + V, C, V, A)
Select the "Apply View to Subfolders" checkbox below, (Tab, then Space or left click it) then ensure any email account you have on the computer is checked before selecting the OK button.
For any new folder created on that computer, the Reading Pane will be off.
Note: This will not affect the Drafts or Sent Items folder. Reading Pane will need to be adjusted separately for those, but those will usually be a single folder.
I hope this helps someone that may come later.
Having to go through each individual folder in Outlook and turn off the reading pane is a nuisance, especially if you use multiple devices to access the account. There really needs to be an option to turn this feature off by default for all folders.
Great that someone else thought to ask for this! Every time i get a new computer or version of Outlook I have to re-set the settings of every folder to turn off the reading pane. There should be a global setting that disables/enables reading panes for all folders.
