When drafting an email, the cursor should default to the "to" line, not the body text section.

Don't jump to the body of the email when composing a new email. Make it an option for the user. When I write an email I, type the address(es) first and then write the body of the email. Some people might prefer it the other way so make it an option.

Outlook, is there a fix or not? If there is a fix then post it, not sure why you are suggesting we need to go via Settings > Help and Feedback > Contact Support

At some stage the New Mail button changed from starting with the cursor in the To block and instead putting the cursor in the body. What makes it worse is that it starts in To then jumps to body so as I start typing the recipient, it fills it in the body
