Create & fully manage rules from Mac Outlook

Add the create a rule option when you right-click on an email.

I have about 120 client side rules. They only run when the client is running. When I use Outlook on my phone, or another computer, none of them fire.
I'd like to be able to select a few rules and tell it "Move rule to server" and let it fire there from now on.

Add a save button when editing a mail "rule".
Microsoft Outlook for Mac
Steps to duplicate:
Tools \ Rules
Double-click to Edit a rule, then edit a rule. (Where’s the save button?)
Close the rule.
Close the rules dialog box and THEN you ask to save or discard the change?
Why not just put a save button in the dialog box where editing/creating the rule? Why ask to save when you're closing out?

Please please please put a simple search in the menu item Message > Rules > Edit Rules...; It seems so simple to add, and it would eliminate one of the more frustrating functions of Outlook 2016 for Mac.

The ability to create a rule that can mark an incoming message for some kind of follow-up flag would be great. I cannot find this option when creating rules at all.

Please implement as we can perform the rules in Windows Outlook; like the rules work fine in Windows either when the Outlook is Active or De-active. And the emails move to the specified folder(s) whenever the emails are received. Thanks!

Please also make ALL of the rules testable! Right now I can set up most of the rules and run them against an email with immediate response, but I CANNOT do this with Message Body rules. They do not allow us to apply them immediately (heck I didn't realize they worked at all till I talked with someone in Support who told me they would be applied to all new emails, just not any current ones.
This is an inadequate way to test to make sure our rules and fiters are working so please allow us to apply ALL rules immediately, not just some of them!
Really need the ability to export/import rules from .rwz in Mac Outlook 2016. I'm having to literally type more than 30 rules in from screenshots by hand.
Content and subject searches?
More complex conditions for example, I always want to set up a rule to apply to only one mailbox I have connected, but can contain one of many sent by addresses.. Right now I need to set up multiple rules to handle this (one for each sent by address).
Would be nice to be able to run a rule against your inbox after created to sort existing messages.

I would be nice if the inbox rules where able to identify empty content, e.g. subject is tmp to and cc are empty etc
It would also be nice to be able to identify that the sender is the only intended recipient

Serious issue for G Suite users, rules aren't even supported.
Conditional Formating was an Excellent options and should be brought back.
I makes life so much easier for those of us that manage large organizations

Please add more complex rules so that we can use things like if, and, or, etc. and other conditional aspects of filtering our emails. This setup is very inadequate for really combatting spam.
Please add outgoing mail so I can create an @waiting for rule

Rules only affect incoming messages. Would be great to have control over sent messages too.
Support more complex inbox rules. The current complexity is weak and makes for week rules.

Why is this taking so long to add? Just do it in the next update.
I have to edit all rules on Windows, If I try on the mac I get an error saying that one of the rules has an error but no information about what rule or what error. This really isn't adequate.
do not remove any other rules (server or client side) once rules are enabled on outlook for MAC
