Calendar view does not have a scroll bar for all day events list. Maximum viewed is 15.
Outlook 2016 for Mac does not have a scroll option for items greater than 15. This is listed above the Calendar for an given day when in Calendar view. To test this create 20 all day events for the same day. Go to calendar, choose 'Day' and count the amount of All day events in the top of the window. It will not exceed 15.
The option to scroll through these items is available on the PC version of Outlook 2016.
This is a bug in my opinion, not a feature request.
It would be nice if at least "X more all day events" is shown at the bottom of the all-day event list.
Even when scrolling would work, it needs to be clear that some all-day events are only visible by scrolling. This could be accomplished by showing the last visible line only partially by default, so scrolling down becomes a natural thing to show the rest of the information.

It would be nice to have a scroll function for the Day within the Month View for when there is multiple meetings scheduled in one day, so that you don't have to click inside the day and it takes you to the Day View.

The 2 version of Outlook should behave the same. We work in a mixed platform environment and we should have the same view whether we are using a Mac or Windows system.
