Fix the login blocks

Every time I travel or try to login from a different computer I get locked out. I try and enter an alternate hotmail address and its also locked out! What gives? Please fix this as I am locked out from both my regular and secondary accounts. Don't bother emailing me because I can't login!

    I have the same issue an now currently locked myself out from accessing from other computer and outlook keeps telling me it not my account but it is my account and keep asking me to resubmit another claim but it is my Hotmail I access it through my one phone an that it
